Withdrawal Agreement Next Steps

The Council (Article 50) adopted the decision on the signing of the withdrawal agreement. The Council (Article 50) also approved the Council`s draft adapted decision on its findings, which is now submitted to the European Parliament for the purpose of seeking a compliant opinion. This was taken by written procedure. Michel Barnier, the EU`s chief negotiator, briefed the Council, in EU-27 format, on the progress of the Brexit negotiations, focusing on the next steps. Ministers spoke about progress and next steps on other issues, including the Border between Ireland and Northern Ireland, as well as the framework for future relations with the United Kingdom. President Tusk presented guidelines on the framework for the EU`s post-Brexit relations with the UK. “It should come as no surprise that the only remaining model is a free trade agreement,” he said of future economic relations, given the UK`s current position. He also proposed that the two sides continue their joint fight against terrorism and that urgent talks be launched to avoid disruptions to flights between Britain and the EU. He invited the UK to participate in EU research and education programmes. The British Parliament decides that a further extension of the Date of Brexit is necessary because it first wants to examine the corresponding laws before deciding on the withdrawal agreement.

The UK government is then asking the EU to postpone the date of Brexit to 31 January 2020. The European Council approved the revised withdrawal agreement within the framework of the EU-27 and approved the revised political declaration adopted on 17 October 2019 by EU and UK negotiators. The agreement would allow the UK to leave the European Union in an orderly exit. As of 1 January 2021, the UK will no longer be part of the internal market or customs union. Even if an agreement on future relations is reached by the end of the year, the EU`s relationship with the UK will change radically and will be very different from those of the UNITED Kingdom, which was a member of the single market. Take, for example, the customs and tax formalities that will then be necessary. Like the EU Member States, citizens and businesses in Germany and the EU as a whole must adapt to these consequences of the end of the transition period, whether or not an agreement is reached on the future partnership with the UK. After the adoption by the British House of Lords on 22 January of the European Union Withdrawal Agreement Act, the bill received royal approval from the Queen. The European Parliament approved the agreement on 29 January. Since his departure, the UK has had no say in the EU institutions. Citizens of the United Kingdom are therefore also excluded from participating in European citizens` initiatives, they do not have the right to vote in local elections in other EU countries or in elections to the European Parliament, and you do not stand for election. The plenary of the European Parliament approved the withdrawal agreement.

It also approved a draft draft draft decision on the conclusion of the withdrawal agreement and decided to send it to the European Parliament for the Purpose of the Council`s request for a compliant opinion on 11 January 2019. EU leaders are ready to negotiate an ambitious free trade agreement with the UK. The EU-27 (with the exception of the UK) notes that sufficient progress has been made in Phase 1.
